The European Commission has announced a Horizon Europe call for pre-commercial procurement (PCP) on civil security. This call aims to support consortia of end-users and public procurers from several countries that want to launch together a pre-commercial procurement for acquiring the development of innovative civil security technology solutions.
The indicative budget of 10,5 million € aims to fund 2 projects.
The call for proposals is expected to open on 27 June and close on 20 November 2024.
Background:
Pre-commercial procurement is the first step in innovation procurement, starting from relatively low technology readiness levels (TRLs). The public buyer purchases research & development services for a product or a service that is still further away from the market. PCP is divided in three phases: solution design (TRL 3-4), prototype development (TRL 5-6) and original development of a limited volume of first products/services (TRL 7-8).

If you’ve never heard of Limecraft, you’re clearly not working in the media sector. Their SaaS platform provides integrated workflows for media management, scripted and unscripted TV, and subtitling and localisation. It is used by leading broadcasting companies – such as BBC, VRT, NPO… – and production firms of which De Mensen or Hotel Hungaria might ring a bell (at least if you are Belgian).
NCP Flanders went to Ghent to interview Maarten Verwaest, CEO and cofounder, about how he sees Horizon 2020. Limecraft is a partner in the MeMAD project, which is a collaborative RIA project submitted to an ICT call topic.
